What would be everything I need to do, from the basics, to start an indoor mini golf course? Im not asking for physical things like a building and chairs, but the procedure from who to contact to buy the land, financing, permits, operating license, building codes, inspections and taxes.

I would suggest, however, if it is at all possible, to put it in an indoor mall with a fair amount of traffic already. Contact any malls in your area, see if they have any vacancies, and write out a proposal for a rental agreement.
